CSV to Mainframe .txt

Instructions

• Upload a Cook County rabies report CSV (e.g. one you've hand-edited in a spreadsheet)
• Converts it to the tab-separated, headerless .txt format Cook County's mainframe requires
• Every row must have exactly 22 columns, in the same order as the original report
